I am struggling to get the DECTalk Sample Programs to run on Windows CE (on ARM). After pouring through the documentation, I've tried running the sample executable (Dtalk_us.exe) with dectalk.dll and dectalk.dic (from dtalk_us.dic) in the same folder on the mobile device. When I execute the program I receive the following error: TTS startup failed Error = 4 Exiting out of application
According to the header file (ttsapi.h) this error means: ... MMSYSERR_ALLOCATED ... /* device already allocated */
In the documentation this is described as: MMSYSERR_ALLOCATED ... License exists but no units are available.
Please advise or point me to where further documentation may be found on installing these sample applications on WinCE.

Look up "Registry" or "license" and follow the instructions. Also they can look on their window registry and put that entry on the deivce. fonixspeech.com
