1300 contacts are quite a few. How much free space do you have?
VoiceDial is expecting that the First and Last name combined shouldn’t be longer than 128 characters so anything longer than that could cause problems. VoiceDial should be able to handle most non-alphabet characters, but I have seen a couple of times when some strange non-alpha characters cause a problem. Numbers and standard punctuation characters are okay. If you find some names are too long or have some strange characters in them, you need to make sure that those changes make it back into Outlook and that you synchronize your contacts on the mobile device before trying to update the contacts recognizer in VoiceDial.
